Mike Ambrose, Managing Director

Mr. Ambrose has 30+ years of financial institution experience.  Mr. Ambrose spent seven years with Jackson State Bank in Jackson Hole, Wyoming.  While with the bank, he performed a wide variety of banking functions.  After leaving the bank, he joined RSM McGladrey as a financial institution consultant, specializing in risk management services with a concentration in credit review for community banks.  He also worked with the firm of Hutchinson and Bloodgood LLP as Director of Financial Institutions in Glendale, CA performing internal and external credit review and compliance.  Mr. Ambrose spent most of 2011 and all of 2012 as the acting CCO of a troubled bank in central California.  In his time in that position, he was instrumental in the bank being released from a Consent Order and then subsequently from a Memorandum of Understanding.  Mike is a well-rounded banker and examiner who will contribute to the success of your examination.

James Carr, Senior Field Examiner


James is a banking professional with 20+ years in credit and risk management. He graduated from Arizona State University in 1997 and completed the Pacific Coast Banking School program in 2009. Over the years, James worked with PRGX who specializes in procure-to-pay auditing services and two community banks, where he gained hands-on experience in credit, lending, and leadership. Most recently, he served as Chief Credit Officer, leading credit strategy and helping manage diverse loan portfolios. After the bank he worked for was sold, he joined Credit Management Services, where he continues to apply his credit expertise and passion for supporting sound lending practices. James is passionate about community banking and enjoys helping institutions make smart, balanced decisions that support growth while managing risk.

Jerry Carlson, Senior Field Examiner

After completing his MBA at Pepperdine, Jerry assumed the position of Senior Loan Officer at Goleta National Bank doing credit underwriting and various administrative tasks. Later he successfully negotiated and settled sizable and complex work-out credits during his four years at Ventura County National Bank. At Glendale Federal, Jerry managed on-site, state-wide loan reviews of separate units including real estate investment, agribusiness, commercial lending, asset-based credit facilities, and SBA lending. At People's Bank, LA, he managed the department responsible for servicing, documentation, quality control, collections and special projects. Jerry had years of experience as an executive consultant and acting senior credit officer for independent banks. Jerry also holds an LLB degree.

Patrick Swartz, CMA, AVA, Senior Field Examiner

Patrick is a Certified Management Accountant and an Accredited Valuation Analyst. He has extensive experience in commercial lending and banking specializing in commercial real estate and development loans, commercial loans and SBA loans. He has been in banking and lending for over 25 years and was an SVP/Acting Senior Lender with North Valley Bank. He has served as a VP/Commercial Real Estate Lender with a small community bank in Sacramento, an AVP/Branch Manager with a large financial institution overseeing SBA 7(a) and 504 lending and a supervisory loan officer with the SBA Disaster Assistance Division. Patrick also has experience in debt-restructuring and loan workouts. He has a bachelor's degree in business administration concentrating in accounting from San Jose State University and holds a California Community College Teaching Credential in Accounting, Banking, and Finance. He has served on various boards of non-profits and is active in numerous community development programs and events. Patrick is a member of the Institute of Certified Management Accountants and the National Association of Certified Valuation Analysts. In addition to providing SBA and commercial loan review and due diligence for banks and financial institutions, Patrick also provides business valuation services including business interruption and economic loss.

Liz Pham, Senior Field Examiner


Elizabeth Pham is a seasoned banking professional with nearly 25 years of experience in commercial banking for regional and community banks in Northern California. Specializing in credit risk and operations, Elizabeth has established herself as a trusted expert in commercial and industrial (C&I) and commercial real estate lending and team management.

Betsy Haubrich, Senior Field Examiner

Betsy was a key component of the Buccola & Associates firm for 23 years until that firm was acquired by CMS. Prior to that she had a ten-year career in loan review, credit administration, loan workout, and compliance with a major New England bank and independent banks in the Boston area. She has a degree in Finance from Boston University and a Certificate from Stonier Graduate School of Banking. She has completed the American Bankers Association Compliance, Regulation Z, and Bank Secrecy Schools at the University of Oklahoma. Betsy's training, judgment, and manner of dealing with people are a credit to the firm and well-appreciated by our clients.

David Wise, Senior Associate

Dave is a retired Illinois banker whose career spans all aspects of credit granting, administration, collection, and review. He approaches credit with an open, analytical mind, combined with a collaborative style. Dave manages our ALLL extrapolation model for due diligence reviews in addition to performing regular client reviews.

Tjalling Terpstra, Senior Field Examiner

Tjalling's 23-year banking career specialized in corporate lending for a U.S. Branch of an international bank as a Director of its Technology Lending Group, and most recently was a middle market lender for a regional bank. He graduated in International Economics and Finance from Erasmus University, Rotterdam, The Netherlands. He has performed due diligence, data integrity audit, and loan review services on banks across the United States. He has served as an integral part of the Buccola & Associates credit review team for 7 years before it was acquired in 2015 by CMS.

Gary Weitner, Senior Field Examiner

Gary is a graduate of Southwestern Oklahoma State University and the Graduate School of Banking at the University of Wisconsin, Madison. He has 44 years of lending, credit administration, and Chief Credit Officer experience at five community banks in Colorado, Arizona, and California. His last two assignments as CCO were at troubled California banks that were brought back to satisfactory condition, one being sold to a regional banking company and one acquiring two additional community banks. He retired from this last assignment in May 2016 and has worked with CMS since.

Kerry Wilson, Senior Field Examiner


After graduating Magna cum Laude from Chico State in 1981, Kerry began working for Farm Credit in Chico, CA in 1982 where he was primarily responsible for agricultural loans and agricultural real estate.  In 1985 he moved to Alturas as the assistant branch manager for Farm Credit and was later promoted to Branch Manager in 1988. After 18 years with Farm Credit, Kerry was hired by Plumas Bank in 1997 to start their Ag Lending Department.  After growing the department, Kerry moved to Plumas Bank’s headquarters in Quincy Ca, as Credit Administrator in 2003.  In 2012, Kerry was named EVP, Chief Credit Officer.  After 22 years with Plumas Bank, Kerry retired in 2019.  Following retirement, Kerry has been consulting, primarily in Credit Review, for Credit Management Services.

David Streeter, Senior Field Examiner

David is a senior commercial banker with over 30 years of experience in loan portfolio credit risk and relationship management. Diversified background in credit risk administration and marketing focused on developing and administering agricultural, commercial and real estate credit exposure. He has been integrally involved in the evaluation and approval of commercial credit requests throughout his career. Prior experience with Bank One, Rabobank International, and Umpqua Bank. Volunteer engagements since 2009 with not-for-profit NYC organization Financial Services Volunteer Corps providing consultation and credit risk training to various banks in emerging and developing countries (Russia, Egypt, Azerbaijan and Ukraine).
Meet Our Team
Our typical review team consists of 3-6 people. We have had teams as large as 12 at some of our larger clients or on time-constrained due diligence projects. It is our firm belief that the smaller we can keep the team at your bank, the better we can manage the quality of the finished product. Smaller teams are also less intrusive to your working environment.
